國際奧林匹克委員會成立於1894年，簡稱國際奧委會（IOC, International Olympic Committee）。奧委會是一個永久性的非營利國際體育組織，它一手領導奧運賽事，是奧運競賽的最高權力機構。在國際奧委會之下另設有11個機構，分別管理不同的業務，譬如：藥物委員會、環境委員會、協調委員會，以及教育文化委員會等。國際奧委會為了管理方便，於是為其成員國分編國家代碼。代碼統一從會員國的英文名字中取3個英文字母做為代號。
